Recently, the public remarks made by Russian Central Bank Governor Elvira Nabiullina in an interview with RBC have drawn global attention. She clearly pointed out that cryptocurrency mining could be one of the significant factors behind the ruble's strength. While not constituting a direct attribution, she acknowledged the value inflow brought by its mining operations, which has become a supplementary factor supporting the national currency's exchange rate. This stance marks a further clarification of Russia's regulatory attitude towards the crypto mining industry and also highlights the sector's unique value within the national economy.
On November 1, 2024, Russia's cryptocurrency mining legalization bill officially took effect, laying an institutional foundation for the industry's development. According to the new regulations, legal entities and individual entrepreneurs must register with a special registry at the tax authorities. Individual mining is subject to a monthly energy consumption limit of 6000 kWh, and all practitioners are required to declare their mining income in accordance with the law.
Supporting tax policies were simultaneously implemented. Digital currencies are classified as property. Mining and sales activities are exempt from value-added tax (VAT). Personal income tax is levied at a progressive rate of 13%-15%, while enterprises are subject to a standard tax rate of 25%.
Driven by policy incentives, Russia's mining industry has rapidly risen. It currently holds a stable position as the world's second-largest in terms of computing power, accounting for over 16% of the global share during the summer. In 2023, Bitcoin production was approximately 54,000 coins, contributing around 25 billion rubles in tax revenue to the federal budget annually.
Within the special economic environment, this industry has not only created a large number of jobs and attracted foreign investment but has also effectively reduced reliance on foreign exchange through experimental cross-border crypto settlement mechanisms, indirectly providing support for ruble stability.
It is noteworthy that Russia consistently adheres to the bottom line of financial security, explicitly stating that cryptocurrencies cannot be used as a means of payment within the country and are only permitted as investment instruments. Measures such as regional mining restrictions and tiered electricity pricing are implemented to balance energy consumption issues.
From legalization and standardization to the refinement of the tax framework, Russia is building a crypto industry ecosystem that "balances regulation and development." The official recognition of the link between the mining industry and ruble stability reflects both innovative exploration in the digital economy era and provides a new reference sample for global crypto-asset regulation.
