Techub News, @WuBlockchain tweeted that the Hyperliquid Policy Committee (HPC) has submitted formal feedback to the European Commission regarding the evolution of the Markets in Crypto-Assets (MiCA) regulation, marking its first regulatory document submission outside the United States. The Committee advocates that the EU should build upon the existing framework rather than creating a new system, arguing that tool classifications should follow economic substance over form, allowing perpetual futures to be regulated under MiFID II through existing ESMA guidelines without the need for new legislation. The Committee emphasized that perpetual trading on a transparent central limit order book should not be subject to the stringent retail restrictions designed for bilateral contracts for difference (CFDs). Simultaneously, HPC calls on EU regulators to acknowledge the native verifiability of public blockchains to eliminate redundant reporting requirements for data already recorded on-chain, and to ensure that European investors have unrestricted access to global liquidity pools.
Techub News reported that the Hyperliquid Policy Committee (HPC) submitted feedback to the European Commission regarding the targeted consultation on the evolution of the MiCA framework. This marks its first policy submission outside the United States. HPC called on the EU to moderately calibrate based on the existing financial regulatory framework rather than overhauling it entirely. Its core propositions include: adhering to the classification principle of 'technological neutrality and economic substance,' recommending the explicit inclusion of on-chain perpetual contracts under MiFID II regulation through existing ESMA guidelines; emphasizing that perpetual contracts, based on public central limit order book matching, differ from traditional contracts for difference and should not mechanically apply the stringent retail restrictions targeting the latter; and advocating for regulatory recognition of the transparency of public chains to relieve regulated institutions from the redundant reporting burden of submitting already publicly on-chain data.

Techub News reports that the European Securities and Markets Authority (ESMA) has signed a Memorandum of Understanding (MoU) with the Securities and Exchange Board of India (SEBI), aiming to promote cooperation and information exchange between the two parties in the recognition and supervision of Indian Central Counterparties (CCPs). This agreement is another important step following the MoU signed earlier this year between ESMA and the Reserve Bank of India (RBI), aimed at restoring EU clearing members' access to Indian CCPs. This move is the result of over two years of continuous engagement between the two parties. According to the agreement, CCPs established in India and regulated by SEBI will be able to reapply for recognition by ESMA under the European Market Infrastructure Regulation (EMIR). ESMA stated that it will continue discussions with the International Financial Services Centres Authority (IFSCA) with the aim of reaching a similar cooperation arrangement.
Techub News reports, the European Securities and Markets Authority (ESMA) today released its second risk monitoring report for 2026, outlining the main risks and vulnerabilities in the EU financial markets. The report notes that while the markets remain resilient, excessive tech valuations and heightened geopolitical tensions are testing this resilience against a backdrop of persistent inflation and weak economic growth. The report specifically mentions that risks outside listed markets also warrant close attention, including private credit exposure to the US market and the growing linkage between increasingly fragile crypto asset markets and the broader financial system. ESMA Chair Verena Ross stated that investor optimism continues to support high valuations, but the larger this gap becomes, the greater the risk of a sudden market adjustment. The report also provides an in-depth analysis of selected topics including US tech IPO trends and prediction markets.
Techub News reports that the European Securities and Markets Authority (ESMA) has announced the launch of a new European Union Strategic Supervisory Priority (USSP) from 2027, with a focus on digital innovation. This priority aims to ensure that regulators possess the expertise and capabilities to oversee new technologies, initially concentrating on the use of artificial intelligence and tokenization by regulated entities. The Digital Innovation USSP will run in parallel with the Cyber and Operational Resilience USSP, which has been in effect since 2025. ESMA stated that it will collaborate with national authorities and maintain flexibility to respond to future technological developments, including challenges posed by advanced models such as frontier AI. ESMA is the EU's financial markets regulatory body, and USSP is its convergence tool used to address strategically important high-risk areas across the EU, aiming to direct regulatory resources toward risks most critical to investor protection, financial stability, and the orderly functioning of EU financial markets.
Techub News reports that the European Securities and Markets Authority (ESMA) has submitted recommendations to the European Commission for revisions to the Markets in Crypto-Assets Regulation (MiCA). ESMA proposes the establishment of a new regulated category of crypto services for enterprises that provide users with access to decentralized finance (DeFi) protocols, and introduces clearer disclosure and compliance requirements for staking, crypto lending, and borrowing. ESMA also recommends explicitly prohibiting MiCA-regulated crypto platforms from offering services related to stablecoins that do not comply with MiCA requirements, and strengthening regulatory authority over unauthorized overseas platforms. The above content is currently still part of the regulatory recommendations during the MiCA review stage and has not yet formally become new regulations. (Blockchain by Wu)
