Techub News 消息，Arbitrum 安全委员会在 10 月 30 日冻结 Binance 黑客资金时，无需该地址的私钥即可转移其资产。根据 Zealynx 在以太坊魔术师论坛的解析，委员会于香港时间 8:08 从该地址转出 7455.98 万枚 ARB 和约 8426 枚 ETH。 委员会曾在 4 月对 KelpDAO 攻击者采取类似行动，当时转移了超 3 万枚 ETH。Offchain Labs 联合创始人 Steven Goldfeder 此前表示，委员会的这一权限由 DAO 设计赋予，并非由个人掌控。 Zealynx 指出，委员会通过调用 UpgradeExecutor 执行了此次操作，交易类型为 0x65 且签名字段为零。转移的资金目前存放于托管地址，需经 ArbitrumDAO 治理投票才能动用。（Unchained）
