Techub News: At the CPPCC's bi-weekly consultation symposium on "Promoting High-Quality Agricultural Development with New Quality Productive Forces," Wu Jiezhuang, a member of the National Committee of the CPPCC and a member of the Legislative Council of the Hong Kong Special Administrative Region, suggested exploring the feasibility of blockchain technology-based RWA asset financing in the agricultural sector. First, in terms of policy, establish a "Blockchain Agriculture Special Fund" to subsidize farmers' procurement of lightweight on-chain equipment and promote cooperation between local governments and financial institutions, using traceability data as a basis for credit ratings to reduce financing difficulties. Second, in terms of technology, develop offline caching and on-chain technology for low-network-coverage areas in remote production regions, supporting mobile phones to record agricultural data offline and automatically synchronize once the network is restored. For high-frequency, small-amount transactions in agricultural product circulation, adopt "off-chain computation + on-chain storage" to minimize single-transaction storage costs. Third, in terms of talent, agricultural schools and tech companies should collaborate to offer micro-degrees in "Blockchain Agricultural Applications," including courses on planting techniques and data collection standards, and conduct paired training sessions for "agricultural technicians + technical personnel" to cultivate interdisciplinary talent and address challenges in grassroots implementation. Fourth, in terms of standards, the Ministry of Agriculture and Rural Affairs should take the lead in formulating the "Agricultural Blockchain Data Format and Interface Standards" to unify data fields across all stages, promote data interoperability among cooperatives, e-commerce platforms, and regulatory bodies, and break down "information silos." Fifth, explore the feasibility of RWA financing, leveraging traceability data to convert high-quality agricultural products and assets into RWA tokens, and collaborate with compliant institutions to build financing platforms where farmers and enterprises can pledge tokens for low-interest loans, while opening subscriptions to qualified investors. Through small, decentralized investments, risks are reduced, social capital is attracted, and investors can enjoy profit dividends or asset appreciation, creating a win-win model. The meeting also cited Yangcheng Lake hairy crabs as an example of blockchain traceability in practice: This year, for the first time, a dual anti-counterfeiting measure of "one crab, one tag; one box, one sticker" was implemented, leveraging immutable on-chain data to establish a credible "digital identity" for agricultural products, enhancing quality traceability and circulation efficiency. Wu Jiezhuang stated that blockchain will drive agriculture from "competing on output and price" to "competing on quality and trust," injecting high-tech and high-efficiency momentum into new quality productive forces.
