The proposal states that it intends to extract 50% of the priority fees from the validator pool and distribute them to stakers through a periodic Merkle claim program deployed on Ethereum.

The proposal also indicates that the remaining validator pool allocation will be adjusted, with 75% distributed based on an equal-weight weighted performance method, and 25% following the existing staking weight formula. This move aims to achieve a more balanced incentive mechanism in validator allocation by introducing an equal-weight factor and directly enhance the returns for stakers.
