Techub News reports that the Scroll community has released a governance update proposal regarding "Dissolving the Security Council and Transferring Control." The proposal suggests dissolving the Security Council and transferring its protocol control to a Scroll administrator's multi-signature wallet. Additionally, several DAO contributor roles are proposed to be terminated by April 30, 2026, and the Operations and Accountability Committee will be scaled down in accordance with the current level of activity. This proposal is led by Scroll, and the transition execution of its Security Council requires the support of the council. Currently, adjustments to contributor roles have been agreed upon with the Operations and Accountability Committee, and the Scroll Foundation has expressed agreement with the aforementioned changes.
Techub News reports that Scroll has acquired the infrastructure protocol Honeypop, which is being restructured into two protocols: Scroll Swap (an automated market maker) is now live, and Scroll Lend (a lending market powered by Morpho) is launching soon.
Techub News: According to The Block, Scroll DAO has announced a comprehensive overhaul of its governance mechanism, aiming to balance community participation with the "faster" execution efficiency required by the market. The project emphasized that this change poses no protocol-level risks and user funds remain secure. "Since launching nearly 11 months ago, Scroll DAO has never managed user funds, and protocol upgrades will continue to be coordinated by the DAO and executed through a security council," the team added. Specifically, after the restructuring, the DAO will report to the Scroll Foundation, which will implement oversight and retain necessary veto powers. The DAO fund allocation mechanism will be adjusted to an annual or semi-annual cycle. An executive committee is expected to handle the DAO's operations, while the foundation intends to step back from daily involvement, shifting its focus to strategic guidance and supervision. The project stated that it will begin recruiting governance committee members in the coming days to help draft updated DAO bylaws, with the new structure planned to be implemented during the voting cycle in January 2026. The reorganization update from Scroll DAO followed a report last week by project representative Olimpio, who stated that the DAO planned to pause its governance mechanism after a series of leadership resignations.
